FAQS - PROPOSED FACILITY

Recently the Alstead Board was approached by the Centennial H.S. Athletic Booster Club. The club would like Alstead’s support for the construction of an athletic training facility. The facility would be built on land owned by Alstead that sits behind the auxiliary parking lot on Eves road. The auxiliary parking lot is owned by the Booster Club. Below are some FAQs:

 

What does the Booster club want from Alstead HOA? 

The Booster Club would like to acquire a small parcel of land behind the fence that spans the Booster Club parking lot. The club will use the land to build an athletic training facility

 

How much land does the Booster Club want to acquire?

Enough to accommodate the building 155’ x 65’ and have room for landscaping (e.g. evergreen trees, shrubs) that will be used to create a barrier to mask the side views of the building. 

 

How tall will the building be?

Two stories (~25’)

What will the Booster Club give Alstead in exchange for the land? 

Besides allowing residents to use the facility, the Booster Club will work with the HOA Board to negotiate a fair financial exchange. 

 

What is an Athletic Training Facility?

It will be a center where Centennial High School, Middle School and Elementary school children receive training to enhance their speed, strength, and agility and skillsets for specific sports (e.g. basketball, lacrosse).

 

Hours of operation for the facility?

TBD.  It is expected the facility will close at 8pm.

 

Will residents be able to use the facility?

Yes. The HOA and residents will have access to the facility’s weight/cardio room, workout room and conference room

 

How close will building be to adjacent homes?

There will be approximately 65ft buffer between new structure and adjacent homes;  Evergreen trees will be used to create privacy barrier between the new facility and homes

 

How long would construction take? 

Approximately 5 months

 

When would construction start?

TBD.  But no earlier than March 2022

 

Will this construction impact my HOA dues?

The Booster club will pay all costs.  There will be no impact to HOA dues.

 

Will the building blend with the existing homes? 

The building will employ architectural design (e.g. siding, colors, windows, etc.) similar to existing Alstead homes to ensure it is aesthetically pleasing and blends with the neighborhood

Will this make it easier for teenagers to access our hilltop park?

No. The building will be enclosed by perimeter fencing, so the hilltop park will not be accessible via the building

What are the next steps?

The Board will gauge the community’s interest and support in the project. If there is enough support, the Board will ultimately hold a community vote to determine whether or not to (and under what conditions) it will sell the land to the Centennial Booster club.

CENTENNIAL FACILITY - SURVEY RESULTS


Overview

About 65% of Alstead homeowners participated in the survey. The survey revealed the following:

  • A majority (60%) of homeowners were open to the idea

  • Consideration would be stronger if: 1) the facility aesthetics blended with current architecture, 2) homeowners were granted access to the facility and 3) perimeter fencing and entry gates were installed around/within the subdivision

New Developments

The Centennial Booster Club has communicated a willingness to construct perimeter fencing (around the entire subdivision) and install entry gates (in exchange for the opportunity acquire the land to build the facility)

Next Steps

Town Hall Meeting and Survey (entry gate installation): The installation of entry gates is not trivial. It would cause the privatization of Celebration drive - shifting the burden of road maintenance/repair to the HOA and it would necessitate budgeting for entry gate maintenance/repair. Before any decisions are made on the installation of entry gates, the Board will solicit additional input and gauge community interest/support.

HOA Vote: Per Alstead covenants, annexation of land requires a 66% majority vote of homeowners. IF the Board finds that the community is supportive of entry gates, an official HOA vote (via ballot) will be held to determine if 66%+ of homeowners approve the proposed land annexation, assuming the following conditions:

  • Perimeter fencing and entry gates are installed

  • Alstead homeowners are granted access to the proposed facility

  • A committee of Alstead homeowners is formed to provide input into the exterior aesthetics and design of the facility
